1. INCOME TAXES

a. No deductions .

b. No taxes below 25,000 annual income

c. 25000 to 150,000 —20% tax rate

d. 150,000 to 500,000—30% tax rate.

e. Annual income from 500,000 to 1.5 million—40% tax rate

f Over 1.5 million annual income—50% tax rate

g. At some time in the future, let federal personal income tax be determined to be unconstitutionally instituted, and that part of the national in come be replaced by the issuing of federal checks.

 

2. SOCIAL SECURITY

a. Social Security deductions made on incomes up to $200,000

b. Social Security payments based on need. (after all it is insurance, not in vestment.

c. No one collect Social Security, who has not paid into the system for at least a year.

d. Government employees, including senators and representatives shall all be part of and pay into the Social Security system, in addition to the government's current retirement plan, which should be reexamined to see whether is in line with other retirement plans.

 

3. GOVERNMENT DEBT

a. Government checks shall be legal tender

b. Government no longer borrow money from Federal Reserve

c. Government checks shall be written with advice of Federal Reserve.

 

4. THE PRESIDENT & THE ELECTORAL COLLEGE

a. People shall vote for electors. No presidential candidate’s name shall be on any state ballot. Only the names of electors.

b. Electors shall meet and select and vote for candidates.

 

5. VICE-PRESIDENT

a. There shall be no vice-presidential candidate.

b. Vice-president shall be the presidential candidate having the second highest number of votes.

c, The job of the Vice-president shall be as outlined in the constitution with any additional roles which the incumbent president shall choose to give him

.

6. SENATORS

a. Senators shall be elected by their state legislatures

b. They shall be subject to recall at any time by a vote of their state legislature.

 

7. ELECTIVE CANDIDATES

a. No candidate for any office may accept loans, grants or contributions from any person or organization not residing in his district.

 

8. EXPORTS

a. There shall be an additional extravagant surcharge imposed on all exported raw materials

b. The surcharge shall be decreased to the extent the product is finished.. A completely finished product shall have no additional surcharge

 

9. CORPORATIONS

a. Corporations must operate in the public interest, or face loss of corporate status.

b. A corporation whose employees are not paid a fair wage, and are whose jobs are not secure and who are not covered with proper retirement and hospitalization, shall be deemed not operating in the public interest.

c. Corporations shall be taxed on the income they report in their annual statements to stockholders.

d.  The salaries of the CEO and other corporate officers shall be tied to a percentage of the corporate profit.

 

9. CORPORATIONS (ALTERNATIVE)

a All corporations be eliminated and all stocks be regarded as a secured loan to a particular individual or trust.

b. At this time, the stockholders shall meet and decide whether to organize as a partnership or a trust, or to turn over the former corporation to an individual who shall then be in debt to the stockholders as debtors. 

c. The interest rate on the stock/loan shall be flexible, reflecting the prosperity of the company.

 

10. STATES

a. Each state shall set up a state-wide health insurance agency. All U.S. citizens who legal residents of of that state for six months shall be members.

b. All funds from companies and corporations now providing health insurance in that state shall be paid into the state-wide fund.

c. The State insurance agency shall contract with and purchase from one or more insurance companies policies which will cover all its citizens

 

11. ENERGY

a. State regulated utilities shall be required to produce and make available at a reasonable cost, solar panels to provide power for homes and businesses. The utilities shall be required purchase back any power not used by the home or business.

b. the State shall contract with the appropriate business to create and provide for sale to homes and businesses, at a reasonable cost, a small (6’x 6’) unit to turn garbage into alcohol, methane and fertilizer. The methane shall be turned into electricity, either at the site or be sold to the utility.

 

12. AUTOMOBILES

a. Upon failure of the federal government to do so. The states shall promote and assist in the financing of a company to assemble Rosen-engine powered vehicles (or their equivalent).

b. These vehicles shall be sold as taxis, delivery vans and for the use of government agencies.

 

13. GASOLINE

a. The state of Arizona shall set a date after which it shall be illegal to sell or operate vehicles which run on 100% gasoline or diesel.

b. The use of gasoline-powered blowers shall be illegal in any municipality in Arizona.

 

14. ENVIRONMENT

a. There shall be no further land development in the state of Arizona. All un-improved land shall remain for its current usage, for farms, ranches and resorts.

b. All development shall be infill and vertical.

c. Where possible downward development shall be encouraged over upward development.

 

15. ILLEGAL ALIENS

a. Since all citizens must learn English, a police offer may lawfully ask for the ID of anyone who does not speak English.

 

16. CITIZENSHIP

a. All citizens shall inalienably possess the rights provided in the U.S. and State constitutions.

b. Non citizens shall be protected by law and due process. They shall not have the right to bear arms, to vote, to petition nor to public assembly
